On January 25, 2017, the U.S. Department of Agriculture published the GAIN Report: Phytosanitary Requirements for EU Imports of Nuts. According to the Report, no phytosanitary certificate is required for the import of nuts from the United States into the European Union (EU).The Council Directive 2000/29/EC of 8 May 2000 sets the EU import requirements with respect to phytosanitary certification of plants and food of plan origin. As any special requirement is provided in the Council Directive 2000/29/EC for nuts originating in the United States, it is expected that a phytosanitary certificate for import in the EU is not legally required. According to the GAIN report, this understanding of the EU’s plant health legislation has been confirmed by the European Commission and is applicable in all EU Member States.
