The UK Food Standards Agency (FSA) published an update on September 15, 2026, on its preparations for a potential UK-EU Sanitary and Phytosanitary Agreement. The FSA said negotiations between the UK and EU are at an advanced stage while implementation planning, stakeholder engagement and readiness work continue.
The FSA is preparing systems, processes and legislative options that could be required under a future agreement. Its work includes engagement with businesses, local authorities and port health authorities and planning for potential changes affecting high-risk foods not of animal origin, food and feed policy and market authorizations.
Industry stakeholders consulted by the FSA broadly supported measures that could reduce certification requirements, simplify border processes, lower administrative burdens and improve access to EU markets. The final scope and implementation timetable will depend on the outcome of negotiations.
