EU Council Backs Simpler Environmental Rules and Seeks Relief on Packaging Obligations for Small Producers

October 8, 2026

On September 30, 2026, the Council of the European Union agreed its negotiating position on a proposal to simplify and accelerate environmental assessments. The proposal is part of the “Omnibus VIII” simplification package, which aims to reduce administrative costs and burdens while keeping the EU’s high standards of environmental protection. Measures include single points of contact, digitalization and shorter timelines for environmental assessment procedures.

The package comprises measures amending six legislative acts. Among them is a temporary suspension of the rules requiring an authorized representative for extended producer responsibility (EPR).

Member States also agreed to explore a targeted solution for EPR obligations under the Packaging and Packaging Waste Regulation, because of the possibly disproportionate burden on small producers of packaging.

The final outcome will depend on negotiations with the European Parliament. The Irish presidency of the Council aims to reach agreement with the Parliament by the end of the year.
