China’s Ministry of Agriculture and Rural Affairs held a national conference on October 13, 2026, in Ruichang, Jiangxi Province, on promoting agricultural modernization on state-owned farms. The meeting laid the groundwork for speeding up that modernization during the 15th Five-Year Plan period, which runs from 2026 to 2030.
According to the Ministry, state-owned farms are expected to become model areas for agricultural modernization. Their main focus will be large-scale modern agriculture, with national food security and an effective supply of key agricultural products as the central task. The Ministry also identified reform of state-owned farms through group and enterprise structures as the main line of work. This will be supported by efforts to optimize management, promote science and technology, expand industries and integrate resources and assets.
The conference called for full implementation of the action plans for modern agriculture and for deepening state-owned farm reform, together with stronger organizational leadership and policy support. Modernization will be advanced in stages and by category of farm. The meeting was attended by agricultural authorities from Chinese provinces, representatives of state-owned agricultural groups, and the Xinjiang Production and Construction Corps.
