COP31 Puts Climate-Resilient Agriculture and the Food-Water-Climate Nexus at the Centre of Its Food Security Agenda

October 29, 2026

The 2026 UN Climate Change Conference (COP31) will take place in Antalya, Türkiye, from November 9 to 20. Food Security is one of the themes of the agenda. According to the COP31 Presidency, the theme addresses the acute food insecurity faced by around 318 million people because of climate shocks, and aims to transform food systems, which account for one-third of global emissions but receive only 4% of climate finance.

The Presidency has set four priorities under this theme:

  • Food-water-climate nexus: treating food, water and climate as a single interdependent system, with integrated approaches to improve resource efficiency and resilience to climate shocks.
  • Finance for women farmers: targeted financing instruments to lower the barriers women farmers face in accessing climate finance.
  • Youth for food and climate: support for green jobs, skills development and youth leadership across the agricultural value chain.
  • Climate-resilient agriculture: building agricultural systems that protect producers against drought, flooding and shifting climate conditions, and scaling up adaptation practices and climate-smart technologies.

The FAO describes agrifood systems as a central pillar of climate action, helping to build resilience, support adaptation and reduce greenhouse gas emissions while ensuring food security. At COP31, the FAO and CGIAR will co-host the Food & Agriculture Pavilion, which will bring together governments, researchers, farmers, financial institutions and the private sector to explore how adaptation and mitigation can work together.
